A rebate number is credible only when four records agree: the utility service at the installation address, the exact matched equipment, the contractor or installer requirements, and the program's effective dates.
Start with the bill
For Xcel programs, gas service and electric service are different eligibility facts. A home can buy gas from Xcel and electricity from another utility. An Xcel gas account alone does not establish eligibility for an Xcel electric heat-pump rebate.
The Xcel Colorado contractor directory separates open rebate programs from closed programs that require a participating contractor. It also states that the homeowner remains responsible for choosing a contractor.
Require exact equipment identifiers
Ask for the outdoor model, indoor model or coil, furnace or air-handler model, and the AHRI reference number when the program uses a matched-system rating. “Cold climate,” a manufacturer logo, or a product-family name is not an equipment match.
For a per-ton incentive, ask which capacity is used. Xcel's cold-climate measure is based on heating capacity at 5°F, while its non-cold-climate measure uses cooling capacity at 95°F. Nominal “three-ton” language is not enough to reproduce the rebate calculation.
Read the discount on the proposal
The proposal should name the program and show whether the amount is already deducted. Keep each incentive on its own line. A utility rebate, a state tax-credit discount, and a regional rebate have different administrators and can have different recipients.
Treat “up to” as a ceiling, not an expected payment. Final approval belongs to the administrator. If the proposal promises a temporary amount, require the installation, invoice, and submission deadlines in writing.
